THIS GRACE BIBLE CHURCHES | PRAECEPTORIUM Edition 2026 10 03 R2 | 26 11 Conflict of Interest Policy Edition 2026 10 03 R2 | Operative only upon authorized adoption Persons and interests covered This policy covers the Founding Bishop, Overseeing Bishop, Circle members, bishops, elders, deacons, workers, and anyone influencing TGBC decisions. A material conflict is a personal, family, financial, employment, property, or business interest capable of affecting impartial judgment. Relationships are not automatically wrongdoing; undisclosed control over a private benefit is the concern. Disclose compensation, ownership, related vendors, household benefits, loans, commissions, gifts, and other substantial interests before deliberation. Update a disclosure when a new matter arises. Do not require unrelated private details. Independent consideration The interested person may explain facts but shall not alone approve his own benefit. Disinterested authorized reviewers shall consider mission purpose, comparable terms, alternatives, reasonableness, actual authority, and potential restrictions. Record the disclosure, recusal, reviewers, evidence, decision, and reason. A transaction must be declined or deferred if it cannot be justified or independently approved. A family connection does not automatically prohibit fair services or genuine benevolence, but cannot excuse false invoices, unreasonable compensation, preferential misuse, or diversion of restricted resources. Sole initial Circle member Because the founder initially is the only Circle member, a material transaction benefiting him or his related interest requires a disinterested adult reviewer with written limited administrative authority, provided under this policy. The reviewer may be an ordinary assembly member or qualified outside professional, with no stake in the transaction. Obtain at least one reviewer; use two for significant or recurring benefits where feasible. Approval under this policy delegates only that transaction review and does not ordain the reviewer, admit a deacon or other person to PRAECEPTORIUM, confer doctrinal oversight, amend the Constitution, or select a successor. Retain the written delegation and independent decision. If no disinterested reviewer is available, do not proceed with the benefit. Ecclesiastical conflicts Use disinterested qualified bishops or elders to examine a doctrine or credential concern when internal decision makers are materially conflicted. Outside advice does not automatically confer Circle authority. Apply the Discipline Code, founder provisions, and succession requirements without pretending that an administrative reviewer may appoint an ecclesiastical leader. A particular recusal does not remove or transfer the Founding Bishop's lifetime office. His transactions remain subject to independent review and his conduct to applicable law and safeguards. Prohibited influence and remedial action Do not solicit or accept a material benefit intended to influence a TGBC decision. Modest hospitality may be acceptable; disclose substantial benefits tied to pending business. Do not use ministry credit, cash, equipment, or property for undisclosed personal purposes.
