THIS GRACE BIBLE CHURCHES | PRAECEPTORIUM Edition 2026 10 03 R2 | 22 09 Local Assembly Charter and Affiliation Agreement Edition 2026 10 03 R2 | Operative only upon authorized adoption Parties and relationship TGBC and the local assembly identified below enter this voluntary ecclesiastical agreement. It begins only when both parties have authorized and signed it. It governs doctrine, recognized ministry, use of the TGBC name, records, and withdrawal. Local assembly name ________________________ City and state ________________________ Meeting location ________________________ Responsible bishop or elder __________________ Contact ________________________ Recognition record and date ________________________ Relationship type: [ ] Ministry unit of TGBC [ ] Independently organized affiliated assembly Civil or organizational owner of local funds and property ________________________ Attach the local organizing instrument or written description of the relationship, actual ownership, and authority. Do not leave the relationship type unresolved when recognition is issued. Doctrinal agreement The local assembly affirms the adopted TGBC Statement of Faith: KJB authority; the Gospel of Christ in 1 Corinthians 15:1-4 KJB; grace through faith apart from works; right division; Paul's ministry; the Mystery; Israel and the Body of Christ as distinct; and TGBC's stated positions on ordinances and offices. It receives current governing instruments and does not present contrary doctrine as TGBC's official teaching. Local leadership and PRAECEPTORIUM Recognized bishops and elders must meet the applicable qualification and credential requirements. Deacons serve under stated assignments and remain outside PRAECEPTORIUM. Local leadership or affiliation does not automatically admit a bishop or elder to the Circle; separate express admission is required. The local assembly recognizes Wesley Ray as the unique Founding Bishop and his initial sole Circle membership. Succession follows the adopted procedure after his death, with no transfer or duplication of the founding title. Ministry and civil responsibilities The local assembly may arrange teaching, prayer, fellowship, care, and authorized service consistent with the instruments. It shall obtain actual permission to use facilities and address applicable safety, property, worker, and tax duties. Private or unincorporated identity does not create an exemption from every applicable civil requirement. A separately organized assembly cannot bind TGBC to debt, leases, employment, contracts, or property obligations without express written authority. A TGBC ministry unit also operates only within its documented delegation. Actual legal liability is determined by applicable law and facts, not by this agreement's labels alone. Property funds and identity Affiliation alone transfers no property or funds. Ownership follows title, donor restrictions, and actual written instruments. Identify any assets placed in TGBC custody on an attached schedule and state whether ownership, a

The founder, local leaders, and their heirs do not obtain personal ownership by holding office. Current recognition permits the agreed use of the TGBC name, approved logo, and truthful affiliation statement. It does not grant ownership of the name or authority to issue unauthorized credentials. A seal is ecclesiastical identification, not a governmental certification. Records care and concerns Maintain current local membership and leadership contacts, actual recognition decisions, financial records where funds are held, and appropriate safeguarding and privacy practices. Notify TGBC of material leadership changes, serious doctrinal disputes, misuse of its name, or matters requiring inter-assembly review. Share sensitive information only with appropriate responsibility and lawful authority. Use the Discipline Code for correction and review. Good-faith reports to civil authorities need no approval from TGBC. TGBC may impose necessary temporary limits on affiliation representations while a substantial concern is examined. Withdrawal suspension and termination Either party may end voluntary affiliation by written notice. The local assembly may withdraw without penalty for leaving fellowship, subject to actual lawful commitments already undertaken. TGBC ordinarily provides notice, an opportunity to respond, and a reasoned decision before termination, with immediate protective suspension permitted where necessary. On termination, discontinue current TGBC affiliation claims and unauthorized use of its identity. Truthful historical references may remain. Return property actually owned by TGBC and agreed records or controlled access; independently owned property is not forfeited merely because affiliation ends. Complete outstanding lawful commitments and record the effective date. Changes and execution TGBC shall provide material updated governing terms. A change to actual property ownership, debts, or other civil commitments requires express agreement or applicable legal authority; it is not accomplished by publishing a new ecclesiastical form.
